The answer is yes, unless you can't get your old PS3 to start up again. I lost mine a couple months ago and was furious when I figured out I needed the old unit to transfer my data.
Unfortunately my PS3 was completely dead. I don't know if I could have reflowed the solder or not, but I threw it out before I figured that out. I havent used that old PS3 since transferring to my new one, buts it is nice to know that it is there. If it's not a hard drive problem, i think you can remove the HDD of your old ps3 and put it in the new ps3.

You can then take it to another ps3 and input it into that and then just go into the same place in settings again and re-transfer your data. This also happened to me too, i went to a consoles store and got my old ps3 fixed and i transferred all my data over and kept my new data, when you save the data it gives you the option to overwrite. No, you can't clone the external. But if you have a USB hard drive, you can copy it onto there, and put it into your new ps3.
